Two parents have been charged following an investigation into the physical abuse and neglect of a young girl in Manassas. The incident, which occurred on March 15, involved the father allegedly using a bamboo stick to discipline the child, resulting in a fractured arm.
The girl, under the age of 12, reportedly told both parents about severe arm pain in the days following the incident. Despite her complaints, medical care was not sought until nine days later when the fracture was finally diagnosed.
Police arrested the father, Dong Shin, 44, on March 26. He has been charged with felony child neglect and domestic assault & battery. He was released on personal recognizance pending a court date.
The following day, the mother, Michelle Soohee Shin, 40, was also charged with contributing to the delinquency of a minor and released on a court summons.
