An independent investigation into the fatal officer-involved shooting at the Westminster at Lake Ridge retirement community has concluded with no charges against the involved officers. Joseph Anthony Cassell, 26, of Stafford, was fatally shot after confronting officers with a knife and subsequently attacking a 91-year-old woman. The woman sustained serious injuries but is expected to recover. The incident remains under internal administrative review by the Prince William County Police Department.
