Jessica Siomara Rivera-Vanegas, 21, of Manassas, was arrested for her involvement in a June 23 felony hit-and-run incident. She fled after striking a police vehicle with a car detectives later determined she did not have permission to use. Narcotics were observed during the initial encounter.
She was arrested on July 6 and faces several serious charges.
